Job Descriptions


COMMUNITY MANAGER
The primary function of the Community Manager is to manage the property. The Manager reports to the Property Supervisor, and is the direct link between the residents and the Property Management division. The "BEST" managers never stop learning and adding to their wealth of information and skills accumulated. The duties and responsibilities of the Community Manager are many and varied, but not limited to:

Property Appearance & Maintenance - The Community Manager should conduct a daily inspection of the property, recording deficiencies and taking the necessary corrective actions, within budgetary allocations. (See Section "I", page 14). He/She should supervise all outside contractors working on the property, and insure that all in-house maintenance requests are handled quickly and efficiently. MANAGERS ARE ALSO RESPONSIBLE FOR ENSURING THE PREPARATION AND FINAL INSPECTION OF AN ADEQUATE NUMBER OF MARKET-READY APARTMENTS AT ALL TIMES.

Rent Collection - Community Managers must insure that rent is collected on a timely basis, follow-up on all delinquent accounts, and proceed with legal actions when warranted.

Supervising Property Personnel - The manager is responsible for all property personnel and their actions regarding the property. He/She should maximize the efficiency of the on-site personnel by instilling in them the confidence to do their best, as well as stimulating a teamwork environment. Develop open lines of communications between staff members. LEAD BY WAY OF EXAMPLE. Managers will also be required to prepare annual written evaluations of all property personnel.

Remaining Within Budget Guidelines - The Community Manager should maintain control over all property expenditures and minimize costs to stay within budgetary guidelines. Monthly variance reports must be completed comparing actual expenses to budget, and explaining differences.

Resident Relations - The Community Manager is responsible to the property residents in assuring them the best possible place in which to live. He/She should supervise all details of move-ins and move-outs, giving special attention to apartment inspection check-ins and check-outs. All accidents and emergency situations should be reported to the corporate office immediately.

Reporting/Bookkeeping - Community Managers shall make bank deposits as outlined in the company policies, maintain accurate records of all property activities, insure timeliness and have final approval on all reports and paperwork. They are solely responsible for maintaining an accurate petty cash fund and inventory of property equipment.

Paperwork Approval - Community Managers should review and have final approval of all Rental Agreements, reports, invoices, and paperwork.

Maintaining Company Standards - The Community Manager is responsible for insuring compliance with company policies and procedures. Each Manager should read and be familiar with all sections of the NorthStar Management Procedure Manual. 


Personal Development - Community Managers should make an attempt to increase their knowledge and capabilities by attending seminars and reading literature relating to property management. He/She should strive to set long and short term goals, and accept the challenges of new responsibilities and new opportunity risks. 




ASSISTANT MANAGER
The Assistant Manager is the Manager's "right hand"- there to assist the Manager in all phases of operation of the property, and to act on Manager's behalf in his/her absence. A good Assistant Manager will seize every opportunity to learn more about operation of the apartment community. Duties may range from picking up trash to leasing an apartment to serving an eviction notice - all in the same day. He/She should always be in training to take on the responsibilities of a Community Manager. Common sense and a desire to excel are traits shared by the "BEST" Assistant Managers.

The primary responsibilities of the Assistant Manager are, but not limited to:

Assuming Manager's Duties - He/She performs duties on behalf of the Manager; and in the Manager's absence, is responsible for the continued operation of the property. The Assistant Manager should attempt to become familiar and knowledgeable with all areas listed under "Community Manager". The Manager and Assistant Manager should maintain total communication regarding property activities at all times.

Leasing Apartments - The Assistant Manager should be familiar with all market conditions and leasing techniques and possess the ability to effectively show and close prospective residents. In the absence of a Leasing Agent, the Assistant Manager will assume the duties of that position.

Resident Relations/Rent Collection - The Assistant Manager should be able to handle resident complaints and have good public relations at all times. He/She is often expected to handle all such situations not requiring the Manager's immediate attention. The Assistant Manager will often times assume the responsibility of maintaining rental collection records and follow through on delinquent residents.

Personal Development - The Assistant Manager's primary source of knowledge will come from basic on-the-job training. He/She should be responsive enough to learn from mistakes, contemporaries, and supervisors alike. As his/her on-the-job experience level grows, he/she should attempt to increase knowledge and capabilities by attending seminars and reading literature relating to property management. 




LEASING AGENTS
The Leasing Agent is in the position of highest visibility. They are the person with whom most prospective residents first come in contact. The first impression of the Leasing Agent can make or break the crucial first impression of the management. A qualified new resident is the ultimate goal in a series of events that are the Leasing Agent's primary responsibility.

Appearance & Attitude - Leasing Agents should always dress professionally and maintain a positive and professional attitude. Project an image of confidence, competence, and congeniality.

Closing Prospective Residents - Leasing Agents must always put their "best foot" forward> They MUST convey a visual image over the phone that will convince a prospective resident to go NOW and see this fantastic property. When showing an apartment, they must convey ENTHUSIASM and a GENUINE INTEREST in people. Closing techniques should continually be practiced and perfected. 


Preparing the Product - The Leasing Agent is often the person designed to assure that the leasing office, models, model path, and market ready apartments are clean, neat, and attractive at all times. It's difficult to sell a product that is not in "tip-top" condition.

Know Your Competition - It is important that the Leasing Agent be aware of what the competition is offering - rates, concessions, amenities, size, condition of property, etc. This knowledge must constantly be updated as the market changes.

Qualifying Prospective Residents - Leasing Agents are responsible for ensuring applications are properly completed, and for verifying applications in accordance with company standards.

Rent Collections - Leasing Agents are usually the primary person to accept and post monthly rents, as well as deliver delinquency notices.

Resident Relations - Leasing Agents must maintain an efficient and business-like manner with good public relations at all times. They are frequently the ones to deal with resident complaints and requests, and should be able to handle the majority of these situations in the Manager's absence.

Manager Assistance - The Leasing Agent's secondary function is to assist management in whatever way possible after compliance with primary leasing responsibilities. The Leasing Agent should be capable of "holding down the fort" in the Manager's absence.

Personal Development - The Leasing Agent should strive to continually broaden his/her knowledge of company policies and procedures, as well as sharpening his/her leasing skills. As this is most often the "entry level" position in the property management field, the Leasing Agent should attempt to learn and increase their knowledge from observation of other office personnel. Attending seminars and reading literature relating to property management are also excellent ways to prepare for advancement opportunities. 




MAINTENANCE LEAD
All maintenance personnel work directly for the Manager of the property to which they are assigned. The maintenance person has a very important role to the on-site management team through the overall appearance of the property; maintaining common areas along with the individual apartment care. Maintenance shall rotate on-call schedules with various neighboring properties (see Manager for schedules).

The appearance and attitude of maintenance personnel is very important. Company shirts should be worn at all times to identify them as NorthStar personnel when entering apartments to complete maintenance requests. Work is to be done by assigned work orders only.


All maintenance personnel are required to have their own tools and transportation, and should be versed in all types of repair such as plumbing, electrical, carpentry, appliance repair, painting, pool maintenance, etc.

Check in at office for daily work orders and coordination of maintenance activities with manager.

Complete all resident maintenance within 24 hours of request.

Prepare vacant apartments for market ready status, including moving furniture when necessary.

Personal Development - Periodic classes and/or seminars will be made available for maintenance personnel as refresher or instructional training in various areas of maintenance work.
